社團法人臺灣理財顧問認證協會電子報發刊辭 文:張理事長昌邦先生

臺灣理財顧問認證協會2003年成立以來,推動引進符合國際標準之理財規劃顧問認證制度,全力推廣「客戶權益優先」的理念,強調理財規劃顧問專業除了考慮投資獲利外,更重要的是提供完全的資訊揭露與確實的風險控管,不應只是從事金融產品銷售,而應秉持高道德標準的要求,站在客戶立場為客戶提供全方位、全生涯的財富規劃服務。近二年來,協會更與許多社會福利團體合作,動員CFP®義工朋友,共同致力於公益教育講座與宣導活動,走入校園與社群,推廣正確的理財與理債觀念。

協會電子報的發行,主要目的為提供協會CFP®、會員及社會大眾最新的國際理財規劃專業資訊,並即時傳遞協會各項工作報告與活動訊息。衷心期盼各界對本電子報的發刊給予支持與鼓勵,協會將繼續努力,推廣CFP®的理念,提升CFP®的價值,進而落實保障客戶權益為優先的最終目標。

2008年理財規劃顧問論壇暨CFP®大會

隨著亞洲金融環境逐漸整合及兩岸金融合作關係越來越緊密下,身為金融理財服務第一線的理財規劃顧問如何在從兩岸擴展至亞洲金融合作的道路上,找到自身的定位與方向;尤其面對全球金融動盪不安的情況時,如何讓客戶在專業的理財規劃顧問協助下,根據本身的需求與目標獲得最合適的全方位理財規劃建議,已成為當前最重要的議題。

為了提升理財規劃顧問的專業能力以及增加國際核心競爭力,本會特別邀請兩岸金融理財規劃專家與學者,於2008年12月20日(六)與12月21日(日)假台北圓山大飯店舉辦「2008年理財規劃顧問論壇暨CFP®大會」,共同來探討兩岸金融理財規劃的未來發展,並針對理財規劃實務經驗的議題,透過理財規劃專家的解析與分享,提供給與會者參考。

本會將於11月14日於本會網站上提供尚未完成換證程序之認證理財規劃顧問(CFP®)名單以便查詢與參考。謹請已取得認證理財規劃顧問(CFP®)認證資格之CFP®,留意證書上之有效日期,並於證書到期日前兩個月,依換證程序向本會申請換證,以維持認證理財規劃顧問(CFP®)資格與使用認證理財規劃顧問(CFP®)商標授權之權益。如認證理財規劃顧問(CFP®)對於換證程序有協助需求,請參閱本會網站相關公告或與本會工作人員洽詢,聯絡電話: 02-2396-5650。

200810月份國際交流活動彙總

本會近年積極參與各種國際活動,加強與世界各會員國之互動,藉由分享推廣認證理財顧問制度之經驗,相互學習交流,並提升台灣CFP®之國際能見度。

2008年10月本會接受日本理財規劃顧問協會邀請,參與10月10日至12日假東京國際會議中心(Tokyo International Forum)所舉辦之年度大會。會議由副秘書長柳漢宗與行政組副組長林芬菁代表與會,就:「金融機構之理財規劃人員如何在艱困的市場環境下提供服務?」與「客戶關注的諮詢領域」,與受邀之亞洲會員國代表進行意見交流。

另本會秘書長劉凱平應中國金融教育發展基金會金融理財標準委員會之邀,於10月26日在上海東方藝術中心舉辦之中國金融理財師年會,發表「收費式金融理財服務如何適應東方文化背景」專題演說,並參與為期三天之國際理財規劃顧問認證總會(FPSB)理事會。劉秘書長期望未來能透過會員國間之密集交流,逐步與各會員國共同努力,為認證理財規劃顧問專業訂定全球標準,並建立起一個世界性之網絡。

本會行銷推廣活動彙整與金管會銀行局「金融知識普及與走入校園理財宣導」CFP®義工講師培訓與活動教材下載

本會致力於推廣「正確理財」觀念,舉辦了一系列提昇國人理財常識水準之宣導講座。其中包括以青少年為對象之理財宣導講座,幫助學生建立對金錢與價值觀的認知,認識支出和收入的基本觀念之精神,鼓勵學生培養記帳、預算的概念,並認識正確的消費觀念,避免因錯誤判斷或媒體廣告訊息而掉入陷阱。自2006年以來,本會已陸續與北一女中、政大附中、開平高中、南華高中、開南商工、士林高商、台北商專等校,辦理7場以高中、職學生為對象之青少年理財宣導講座;2007年與台北市家長協會合作,於吳興國小、景美國中、信義國中、永春高中、泰北高中、松山高中、復興高中、明倫高中、協和工商等9所學校,辦理共計14場次的宣導講座;2008年更與台中縣豐原國中合作,動員中部地區17位CFP®義工講師,針對二年級17個班級同時辦理講座。在各大專院校方面,本會亦分別於北、中、南部推動「理財黃金羅盤三部曲」理財規劃實務教育宣導講座。自本年度四月起迄今,共計有36所大專院校、2164位師生熱情參與,未來將舉辦宣導講座之各大專院校時間表,可參照活動相關網頁

另外,自2007年起本會亦陸續與新竹市仁愛啟智中心、台中身心障礙中心合作辦理「身心障礙專業人員理財教育宣導」,協助身心障礙機構之社工人員對於專業理財理債理念的了解,提供更妥適之服務予身心障礙者及其家庭,以因應現今社會多樣化之財務問題,幫助身心障礙者面對可能之財務狀況。今年十一月起更將講座聽眾推及身心障礙者之家庭,藉由實務的經驗面向來介紹身心障礙者及其家屬如何妥善保障與照顧其生活,提供身心障礙朋友有基礎的理財規劃概念與認識。

本除了上述CFP®推廣活動外,本會為落實推廣建立正確理財規劃觀念的宗旨,配合行政院金融監督管理委員會銀行局,自2008年9月起,針對各級學校學生、一般民眾舉辦金融知識普及巡迴演講或座談,並邀請本會義工講師(CFP®)擔任該活動之講師。...More

FPA President Unveils Client Standard of Care

On August 28, the FPA Board of Directors passed a resolution supporting a Standard of Care for FPA financial planning members, a standard that we additionally believe should be embraced eventually by all who provide financial planning. The Standard of Care clarifies the role of a fiduciary adviser subject to the Investment Advisers Act of 1940 and when providing material elements of financial planning services under CFP Board's revised Standards of Professional Conduct. FPA Fosters the Value of Financial Planning Nationalwide

Through our relationship with AARP, FPA was invited to present at AARP's "Divided We Fail" forums hosted by AARP on October 15 and 17 in California. The forums focused on financial security issues that are of concern for both AARP members and future generations. FPA members served as panelists to discuss the challenges and solutions regarding saving for retirement and improving financial literacy.

Through our relationship with the National Active and Federal Employees Association, FPA helped federal employees at the Social Security Administration in Portland, Maine plan for retirement October 17....More

The Asset Allocation Debate: A Review and Reconciliation by Yesim Tokat, Ph.D.; Nelson Wicas, Ph.D.; and Francis M. Kinniry, CFA (October, 2006)

The asset allocation debate emerged in response to Brinson, Hood, and Beebower's 1986 paper, "Determinants of Portfolio Performance," in which the authors concluded that a portfolio's asset allocation, or policy return, is the primary determinant of total return variation, with security selection and market timing playing minor roles. In their study of 91 large U.S. pension plans, the authors found that policy return explained 93.6 percent of the variation in actual plan returns. In a follow-up to this paper, Brinson, Singer, and Beebower (1991) generally confirmed these results with a slightly lower number: 91.5 percent. In the past decade, some research has confirmed the original study's conclusions (Ibbotson and Kaplan 2000; Vanguard 2003).

Other authors, most notably William Jahnke (1997), have criticized the study, or more accurately its interpretation by the investment industry, and raised doubts about its applicability to general investors. Jahnke argues that the volatility of portfolio returns over time is unimportant to investors. Investors care about actual returns and the range of possible investment outcomes at the end of their time horizons. NEFE Think Tank Provides Insight on Motivating Clients to Improve Financial Behavior by Debbie Bowditch (July, 2005)

As financial planners know all too well, many Americans are putting their long-term financial stability at risk through negative, even irresponsible financial behavior. Increasing debt and decreasing savings levels are signs of serious trends that, if not reversed, could damage the financial future of families, communities, and the nation. To encourage clients to get their financial lives in order, develop and follow a budget, make or update a will, or begin an investment program, planners must effectively motivate them to change their behavior. A 2004 think tank sponsored and hosted by the National Endowment for Financial Education® (NEFE®), and aptly titled "Motivating Americans to Develop Constructive Financial Behaviors," provides several insights and recommendations that may help planners in their ongoing efforts to educate clients and convince them to follow the basic principles of financial management. The meeting was attended by 13 invited participants, including financial educators, researchers, behaviorists, planners, nonprofit leaders, and services providers from throughout the country, who worked together during the three-day event in Denver, Colorado, to identify ways to inspire and maintain positive behavioral changes.
